NPT projects generally aim at capacity building and institutional strengthening in higher education institutions in the developing world. Since organizations consist of people, human resource management is of utmost importance.

But what is human resource management? Managing human resources? Who is supposed to do what? How? To achieve what? And according to whom? Although these questions may appear quite basic, there are no simple and unambiguous answers, especially in the context of higher education. Higher education institutions are knowledge intensive, complex and democratic organizations, where human performance is highly determined by standardization of skills and professional autonomy. As a consequence, the concept of HRM in higher education in itself is rather difficult to explain and at its very best, skeptically received by the professionals. At the same time, we realize that it is the human behavior of these same professionals that determine the overall performance of a higher education institution.
